The focus of the Moodle project is always on giving educators the best tools to promote and manage learning, but there are many ways to use Moodle:
Moodle has features that allow it to scale to very large deployments and hundreds of thousands of students, yet it can also be used for a primary school or an education hobbyist.
Many institutions use it as their platform to conduct fully online courses, while some use it simply to augment face-to-face courses (known as blended learning).
Many of our users love to use the activity modules (such as wikis, databases and forums) to build richly collaborative communities of learning around their subject matter (in the social constructionist tradition), while others prefer to use Moodle as a way to deliver content to students (such as standard SCORM packages) and assess learning using assignments or quizzes.

Moodle allows a school to construct an LMS and keep the monetary impact low, or even get away with the free aspects only. Being open sourced, Moodle is constantly being modified and improved, and therein lies both the curse and the blessing. Unlike pay-for LMSs, which offer off-site maintenance and updates as part of the package, Moodle requires a person at the school to be dedicated to maintaining the system. I strongly suggest that the person in charge of Moodle keep it clean and simple, thought this strategy does limit the power of the LMS.

High-Very High. This system requires a person to oversee it on a daily basis.

Free for the basic version. Some add on are free and others are for purchase.
Do I Plan To Use It?
No. My school has an useful and powerful LMS, Canvas, that does all that I need it to do. The cost is rather low, so the trade off is good for us here.
